In a lot of anime I've seen, the characters just seem to have random names, just something besides "hey you."

I ment that animes have name meaning that fit what they like or what they look like. Not like Serenity means peace (or harmony, something like that)

Yeah, in Harry Potter the names have deeper meanings. Most story/manga/ect characters' names have meaning behind them.
On topic. In NarutoMangaReturns.com, some of the members got together to try to figure out Yondaime's name via the frog scroll. Since it's really blurry they couldn't tell what it was and the best they could come up with was Arashi.
As already mentioned Arashi means strom, but it can also mean perfect or complete. And if his last name is Uzumaki(sorry for bringing this up) then his full name would mean 'perfect maelstrom'.
Which is funny since Naruto's full name (from what I've heard) means 'becoming the maelstrom'.
Not 100% sure that it's true, but I thought it was interesting.

Akatsuki means Dawn Arashi, though not yondaime's name, means Storm. Chiyo means A thousand sparkles, forever. Chou, possibly like Choji [?], means Butterfly. Hinata means Sunny Place. Iruka means Garment, gem and scent; dolphin. Rin means Cold. Maybe she was a bit cold to Obito? Saburo is kinda like Sarutobi, I guess. And Saburo means Third Son. Maybe like 3rd hokage? Sai means paint. I wonder why? [/sarcasm] Shino means Of Faith. Yamato means Ancient Japan. Haruno means Of Spring. Hyuuga means Towards the Sun. Inuzuka, Inu, means Dog. Sarutobi means Flying Monkey. Deidara, Dei, means Mud. Gamabunta, Gama, means Toad. Ino means Boar. Itachi means Weasel. Jirayia means Young Thunder Kiba means Fang. Naruto means Steamed Fish Cake.
